Background

The FIM Equal Gender Opportunities Recommendations were developed by the FIM Women’s Commission (CFM) and approved by the FIM Board of Directors following a broad consultation with the IOC, FMNs, athletes, and other stakeholders. They provide a strategic framework to support the sustainable development of motorcycling by focusing on three key areas: increasing female participation, ensuring fair and empowering gender portrayal, and enhancing women’s representation in decision-making roles. The recommendations call for long-term, collective engagement from the entire FIM community to foster a more inclusive and future-ready sport.

Action Plan

To implement its gender equality objectives, the FIM will adopt a multi-year, structured approach involving collaboration with national federations, commissions, athletes, and ambassadors. The plan begins with expanding women-specific events and ensuring inclusivity, safety, and fairness in all competitions. Outreach and development programmes will be strengthened to identify and support young female talent, while increased visibility will be driven through digital platforms and ambassador engagement.

In parallel, the FIM will apply and promote gender-equal portrayal guidelines across all internal and external communications. This includes distributing tailored materials to stakeholders, conducting gender audits of media content, and revising official documents to adopt gender-neutral language and inclusive messaging.

To address leadership imbalance, the FIM will introduce targeted initiatives such as annual inclusive leadership training for current officials, ongoing development programs for future women leaders, and a structured mentoring scheme. Throughout, the FIM will provide practical tools and guidance to help federations embed gender equality at all organisational levels and monitor progress towards these shared goals.

 

Objectives

The FIM Equal Gender Opportunities Recommendations aim to create a more inclusive and balanced environment in motorcycling through three main objectives. First, they seek to increase the participation of women athletes by expanding the range of women-specific events, ensuring fairness and safety in existing competitions, and actively supporting the development of young female riders. Ambassadors will play a key role in promoting these efforts and serving as role models to inspire future generations.

Secondly, the recommendations aim to ensure fair and inclusive gender portrayal across all FIM communications. This involves implementing clear guidelines, conducting audits to identify biases, and promoting the use of gender-neutral language. By raising awareness and setting clear expectations, the FIM intends to shift perceptions and foster a more equitable media environment for women in the sport.

Finally, the recommendations focus on increasing female representation in leadership and decision-making roles within national federations and FIM commissions. This includes leadership training, mentoring programmes, and providing practical tools to support the inclusion of women at all levels. By building a strong pipeline of qualified female leaders, the FIM aims to ensure that women are meaningfully involved in shaping the future of motorcycling.

Anticipated outcome

Motorcycling will become a more inclusive and representative sport. Gender-equal portrayal will lead to fairer and more balanced media coverage, helping to shift public perception and normalise women’s presence across all roles. Female participation is expected to grow through better visibility, access, and support at all levels—from grassroots to elite competition. In leadership, increased training and mentoring will lead to more women in decision-making positions, creating more diverse and effective governance. Together, these outcomes will strengthen the sport’s sustainability and global appeal.
